The eThekwini Municipality acknowledged some of the frustrations about service delivery lapses experienced by communities, but not paying for rates is not the solution. Not only is it unlawful, but it is also risky on many fronts. So eThekwini Municipality's Head of Revenue Management, Mr. Lihle Ndzelu, joined the East Coast Breakfast team for a chat about it.
