The 2016 voters' roll, as certified by Chief Electoral Officer Mosotho Moepya, shows only 20% growth in the past 16 years in the Free State.

There were only about 245 400 more voters registered in the province than in 2000, when the municipal elections first used a voters’ roll. North West and the Northern Cape fared only slightly better, with 35,96% and 37,65% growth respectively. In comparison Gauteng had the highest number with 6.2 million certified voters, followed by KwaZulu-Natal with 5.4 million, the Eastern Cape with 3.3 million. Western Cape, with three million voters, showed a 56.6% increase – the highest of all the provinces.

The Independent Electoral Commission’s Mmathabo Rasengane says the Free State’s sluggish growth in particular could be attributed to urbanisation.
